Your letter of the 25th May, with its copies of a Despatch with its enclosures, from the Governor of Hong Kong to the Secretary of State for the Colonies was read to the Council today. I am desired to inform you that they have struck Pensioner Laughton off the Society's Register, and I am also desired to express their very great regret that this man should have so disgraced himself and caused the Governor of Hong Kong so much trouble and annoyance. If you have the opportunity please inform the Governor that this has been done so that he may see the man has been punished so far as the Society can do it. This I ask for the sake of your good name.
As regards the minute by the Acting Captain Supt of Police allow me to observe that the inference that officer draws that this man bore a good character as a Sergeant is based on a misapprehension of the words "that he would have had four good conduct Badges had he not been promoted". For the information of the officer let me explain that non-commissioned officers are not granted good conduct Badges, but it is usual to state that had they not been promoted, they would have been in possession of so many, meaning that their conduct has been such as to entitle them to the Badges, if they had been privates and not non-commissioned officers.
